A modern computer system consist of one or more processor main memory, clocks, terminals, disks n/w interfaces and other input output devices. Writing programs to keep track of all these components and use them efficiently and effectively is extremely difficult job. If a programmer has to be concerned about how data is read or written on the disk, it is unlikely that any program could be written at all. So it is clear that some mechanism had to be designed to shield programmers from complexity of the hardware.
